The forerunner of IBIDEN, the Ibigawa Electric Power Co., Ltd., was established in 1912. As its name suggests, the company's core operations were initially electrical power generation using the water power of the Ibigawa River.

After launching operations at the Nishi-Yokoyama Power Plant on the Hirose River in 1916, the company constructed the Higashi-Yokoyama Power Plant in 1921, the Hirose Power Plant in 1925, and the Kawakami Power Plant in 1935. The company grew as demand for electrical power increased.
