About Our Trade Control System

In April 2008, IBIDEN established an administrative division related to trade control, adopting the following four rules on trade control to comply with trade-related laws. Having acquired AEO*1 certification in December of the same year for "authorized exporters," and in January 2010 for "authorized importers," we have borne the weight of responsibility and we have further strengthened trade control.

IBIDEN's Trade Control Rules:

  1. Basic Rules on Trade Control(Rules on system and organization for trade control)
  2. Rules on Managing Customs-related Laws(Rules for appropriate export/import-filing procedures)
  3. Rules on Security Trade Control(Rules for the appropriate export of products related to arms and weapons of mass destruction)
  4. Rules on Managing Appended Table 2 of the Export Trade Control Order(Rules for the appropriate export of materials such as drug ingredients and toxic substances)

*1: Authorized Economic Operator(AEO)
This is a system under which customs approve and certify business operators who have systems for freight security control and compliance with laws and regulations in place, and so provide a measure to relax and simplify customs procedures.

Exporting IBIDEN Products

Our products include those whose export is regulated based on "items 1-15(List Control)of Appended Table 1 in the Export Trade Control Order of the Foreign Exchange and Foreign Trade Act." To export the listed items, exporters are required to obtain export permission from the Minister of Economy, Trade and Industry beforehand based on this Act.
Our products that are listed items are as follows:

Even if the IBIDEN parameter sheet assesses a product as "Not subject" or "Inapplicable," we ask exporters to take appropriate export procedures by confirming the application and providing the requirements for demanders, since IBIDEN products are subject to "item 16(Catch-all Control)of Appended Table 1 in the Export Trade Control Order of the Foreign Exchange and Foreign Trade Act."
With regard to Graphite Specialty, since even if products are assessed as "Not subject" or "Inapplicable" for the List Control, they are still one of the items of the "examples of goods likely to be used for the development, etc. of nuclear weapons, etc." in the Notification regarding the Catch-all Control(artificial graphite). Therefore, we ask exporters to carefully perform transaction examinations.
