Trade Control
Trade Control
About Our Trade Control System
In April 2008, IBIDEN established an administrative division related to trade control, adopting the following four rules on trade control to comply with trade-related laws. Having acquired AEO*1 certification in December of the same year for "authorized exporters," and in January 2010 for "authorized importers," we have further strengthened trade control.
IBIDEN's Trade Control Rules:
- Basic Rules on Trade Control(Rules on system and organization for trade control)
- Rules on Managing Customs-related Laws(Rules for appropriate export/import-filing procedures)
- Rules on Security Trade Control(Rules for the appropriate export of products related to List Control or Catch-All Controls.)
- Rules on Managing Appended Table 2 of the Export Trade Control Order(Rules for the appropriate export of materials listed in Appendix Table 2 of the Export Trade Control Order)
*1: Authorized Economic Operator(AEO)
This is a system under which customs approve and certify business operators who have systems for freight security control and compliance with laws and regulations in place, and so provide a measure to relax and simplify customs procedures.
Exporting IBIDEN Products
Some of our products are subject to export controls under the Foreign Exchange and Foreign Trade Act (FEFTA). When exporting such products, exporters are required to obtain export permission from the Minister of Economy, Trade and Industry in advance in accordance with FEFTA.
Our products that are listed items are as follows:
| IBIDEN Product | Appended Table 1 of the Export Trade Control Order | |
|---|---|---|
| Graphite Specialty | Item 2(4) | Artificial Graphite |
| Item 4(15) | Artificial Graphite | |
| Item 7(16) |
Equipment(epitaxial growth devices for crystals and ion implantation system)for manufacturing or testing of semiconductor devices or materials, or components |
|
In addition, even for products that are not classified as controlled items, prior export permission from the Minister of Economy, Trade and Industry may be required if they are intended for use in the development or production of weapons of mass destruction or conventional weapons. We ask exporters to ensure that appropriate export procedures are followed. In particular, with regard to Specialty Graphite products, even when they are determined not to be controlled items, they are included among the examples of goods with a high likelihood of being used in the development of nuclear weapons and other weapons, as specified in notifications issued by the Ministry of Economy, Trade and Industry (artificial graphite). Therefore, we ask exporters to conduct careful transaction screening and review.
